Suggest the website, in part as an example of such allegations prefixes - unassigned batch, enter the prefix Z6. And in order to complete and accurate information.

Hi Nesa.
I didn't quiet get what you wanted to say.

If we take a look at:
https://en.wikipedia.org/wiki/ITU_prefix

We find out that 1L is prefix that is under Unavailable batch by ITU:
Under present ITU guidelines the following call sign prefixes shall not be allocated. They are sometimes used unofficially - such as amateur radio operators operating in a disputed territory or in a nation state that has no official prefix.

That is why we choose 1L to be used temporarely.

Prefix Z6 is used by Kosovo radioamateurs. I believe their telecommunication ministry just selected this prefix, as they are not member of ITU. We could also do that, but at this point we don't like to interfere with prefixes that are already reserved for their new members. And Kosovo has currently better chances to become ITU member than Liberland, so that's why we went with 1L instead.

Otherwise ITU avaliable of avaliable prefixes are:
E8, E9, H5, J9, S4, T9*, U1-U9, V9, X1-X9, YZ*, Z4–Z7, Z9, 4N*.
(* Indicates a prefix that has recently been returned to the ITU.)

There was also an idea to go with 4N, which was prefix of Yugoslavia, but I beleve there are still people that had 4N callsigns and it would be a bit unfair for them to "take" same prefix.
